You were most likely brought here from a digital campaign widget. Maybe an organisation who’s work you support asked you to take an action online, or a friend shared a petition with you. Or maybe you work for a civil society organisation and you’re curious about the digital tool powering up a campaign action shared by a coalition member. Whatever brought you here, welcome! We have answers to your questions.

What is Proca?
Proca is a digital campaigning toolkit that helps civil society organisations, grassroots movements and volunteers run effective online actions, such as petitions, messages to decision-makers or public consultations. Rather than redirecting supporters to external platforms, Proca lets organisations embed campaign actions directly into their own website, so supporters stay connected to the cause throughout the process.

Proca is designed with practical digital campaigning in mind — easy to set up, flexible, and compatible with the kinds of tactics campaigners use today. Our widgets support a wide range of actions, including: petitions, mail-to-target forms, social shares, and other mobilisation tools, all fully customisable to fit the organisation and campaign.

Our Values
Our work is guided by a commitment to empowerment, transparency, privacy, and collective impact across movements and borders. Proca exists to strengthen democratic participation and civil society by giving people the tools to organise, mobilise and collaborate without compromising their rights, autonomy or trust. We believe that digital infrastructure for activism should serve communities — not extract value from them, or treat personal data as a commodity.

Campaigner empowerment
We build tools that give organisations and volunteers the ability to mobilise supporters without unnecessary technical barriers or platform dependency. Proca is open-source, customisable, and designed around real organising needs, so campaigners retain ownership of their campaigns, their data and their strategy.
Collaboration and coalition building
Proca is designed for movement ecosystems, not just single organisations. It enables coalition campaigns where multiple groups can run the same action, while maintaining their own supporter relationships, governance, branding and data control. This makes it easier to coordinate across borders, issues and communities while respecting organisational autonomy.
Transparency and fairness
We are committed to making campaigning tools that are understandable, auditable and accountable. There are no opaque algorithms shaping reach or engagement, no hidden data monetisation, and no artificial lock-in. Campaigners and supporters can clearly see what data is collected, how actions are counted, and how systems operate.
Privacy and data sovereignty
We believe people should retain meaningful control over their personal information. Proca is built to minimise data collection, protect personal data through strong security and encryption practices, and ensure that supporter data remains under the control of the organisation that collected it — not a central platform or third party.

Your Data, Our Commitment
Protecting personal data and respecting user autonomy are at the foundation of how we built Proca. We believe that people should retain meaningful control over their information, and that organisations should not be forced into extractive and expensive platforms to run effective campaigns. Our digital mobilisation infrastructure meets the highest standards of security, transparency and legal compliance. Proca is built around the principles of data minimisation, consent, encryption, and decentralised ownership — ensuring that supporter data remains under the control of the organisation and the individual, not a central platform.

Privacy by design
Proca widgets do not set tracking cookies or collect personal data unless a user explicitly chooses to provide it. Data collection is limited to what is necessary to enable the specific action being taken, and GDPR-compliant consent is clearly requested at the point of participation. Proca avoids dark patterns, hidden tracking, and unnecessary third-party integrations.
Encryption and security
Supporter data can be encrypted at rest, meaning that personal information is protected even in the event of unauthorised access to infrastructure. Encryption keys remain under the control of the organisation running the campaign, not Proca. This ensures that only the organisation acting as the data controller can access readable supporter data. Proca’s systems are regularly audited and meet recognised security standards, particularly for high-trust use cases such as citizen signature collection.
Data sovereignty and ownership
Each organisation using Proca remains the data controller for the personal information collected in its campaigns. Proca does not claim ownership over supporter data, does not aggregate it for profiling, and does not reuse it for unrelated purposes. This allows organisations to retain full responsibility, accountability and autonomy over how their supporter data is governed, stored and processed.
No resale or commercial exploitation
Personal data collected through Proca is never sold, rented, or shared for advertising or commercial profiling. Data is processed only for the purpose of delivering the campaign action and the services explicitly requested by the organisation and the supporter, in line with applicable data protection laws.
User rights and transparency
People who take action through a Proca-powered widget retain full rights over their personal data under relevant data protection regulations (such as GDPR). Users can request access, correction, deletion, or withdrawal of consent by contacting the organisation that initiated the campaign. Information about data use, retention and contact details is provided directly within the campaign context so that users can make informed choices.
